Signals that the connect is closing to the remote server.

Description

DisconnectNotifyPeer is an overridden procedure in TIdSNPP. 

DisconnectNotifyPeer sends the SNPP QUIT command a expects a response with the numeric code 211 from the remote server. 

DisconnectNotifyPeer calls the inherited DisconnectNotifyPeer method.
