Specifies an interface for raising exceptions for invalid reply codes.

Description

RaiseReplyError is an abstract virtual procedure that specified an interface used to raise an exception when the numeric code for the replyis invalid. 

Descendant class may override the method to raise an exception (with values from Code and Text) pertinent to the protocol for the reply.
