Create is the Constructor for the object instance. 

Create calls the inherited Constructor to initialize th object instance. 

Descendant classes, like TIdMessageEncoderInfoMIME, TIdMessageEncoderInfoUUE, and TIdMessageEncoderInfoXXE must assign the correct class type value for MessageEncoderClass in their overridden Constructors.
